Can you have a control, like an Indian in a foreign language?
At the moment I'm learning German and my goal is to gain control with similar fate to that of CI in the vicinity of the four aspects of language learning: listening, speaking, reading and writing. I also speak Spanish, but most of the conversation because an ex-girlfriend who was born in Uruguay.
It is certainly possible. For most adults, it is very difficult but not impossible. Takes hard work, study and will listening to people correct your mistakes and learn from them. But for a Functional (with small errors in grammar, vocabulary, accent and bad notable occasionally) it is much easier and very useful.
SPANISH: Yo soy de Uruguay. = I am from Uruguay.
